At a Glance
For a mid-sized organisation that mainly needs a well-run IT service desk, TOPdesk is the easier and more predictable choice. It publishes per-agent prices, ships a ready-made ITIL setup and is run from the Netherlands. ServiceNow is the stronger pick when service management is only the first step towards a company-wide workflow platform. The deciding question is how much of that platform you will actually use.
Scale frames everything here. ServiceNow reported total revenues of $13.28 billion for 2025 and sells IT operations, HR, security, customer service and low-code tools on one platform. TOPdesk, incorporated in Delft in 1997, concentrates on service management for IT, facilities and HR teams.

Pricing and Transparency
With TOPdesk, you see the price before you speak to anyone. TOPdesk's German pricing page puts Essential at €61, Engaged at €86 and Excellent at €120 a month per agent, before VAT. The UK page shows £51, £72 and £101 instead. Light agents with view rights are free and unlimited, as are assets, tickets and end users. A 25-agent IT team on Engaged would pay €2,150 a month at list price. The page does not state billing terms, minimum seats or a free trial, so those still need a sales call.
ServiceNow takes the opposite approach. It sells ITSM in tiered packages, Foundation, Advanced and Prime, priced by quote, with more advanced capabilities in the higher packages. Your figure depends on the package, user counts, term and negotiation. Budgeting therefore starts with a procurement process rather than a spreadsheet.
Plan choice matters on the TOPdesk side too. Change and problem management start on Engaged, so the €61 Essential plan mainly suits incident-focused desks. With ServiceNow, ask which package covers each ITIL process you need before comparing quotes.
Edge: TOPdesk. Public per-agent pricing lets you model cost before any sales conversation, which ServiceNow does not allow.
Implementation and Day-to-Day Use
TOPdesk is built to be running quickly. It ships with a ready-made ITIL configuration, and our review found it workable for mid-sized teams without a dedicated platform developer. A self-service portal and knowledge base come with every plan. The interface is available in English, Dutch, German, Danish and Portuguese.
ServiceNow is a platform first and an application second. Almost any process can be modelled, scripted and connected, but that flexibility needs people to shape it. Large rollouts usually involve an implementation partner for design, build and ongoing changes. Free Personal Developer Instances exist so that administrators and developers can learn and experiment before touching production.
Edge: TOPdesk. It asks far less of your organisation to get started and to keep running.
Features and Scope
At the ITSM core, the two products cover similar ground. Both handle incidents, assets, changes, problems, SLAs and self-service. ServiceNow also offers a configuration management database (CMDB), and its higher packages add more advanced capabilities.
Beyond IT, the gap widens sharply. ServiceNow sells IT operations management, HR service delivery, security operations, risk and compliance, customer service, field service and the App Engine low-code platform on the same data model. The acquisition of Moveworks extends it further into conversational AI for employee support.
TOPdesk takes a narrower but practical route. Its enterprise service management portals let facilities and HR teams use the same engine, with add-ons for room reservations, visitor registration and parking. Excellent adds project management, a webshop and live chat. For organisations whose wider needs centre on buildings and staff, that scope is often enough.
Edge: ServiceNow. TOPdesk does not try to match its breadth, although many mid-sized buyers would never use most of it.
AI: Now Assist vs TOPdesk Robin
ServiceNow's fact sheet for the second quarter of 2026 puts the annual contract value of ServiceNow AI above $1 billion. Now Assist, its generative AI family, covers tasks such as incident summaries, suggested solutions and drafted responses. As with the rest of ITSM, the more advanced AI capabilities sit in the higher packages.
TOPdesk's AI is younger. Engaged includes AI incident categorisation, knowledge item generation and search. Excellent adds summarisation, writing, answer and translation assistants, AI triage and TOPdesk Robin, the assistant launched in September 2026. Because Robin is new, answer quality is something to test in a pilot.
Edge: ServiceNow. Its AI is broader, more mature and more deeply wired into workflows, though it also sits behind quote-only pricing.
Hosting, Jurisdiction and Ownership
This is where the case for TOPdesk is strongest, with one honest caveat. TOPdesk Nederland B.V. in Delft is the data controller named in its privacy statement. SaaS customers choose a hosting region, with EU options in the Netherlands, Ireland, Germany and Sweden. Data is not moved between regions without written confirmation, and staff in the EU manage the environments. The caveat is that all of this runs on Microsoft Azure, so EU residency is a contractual region choice rather than European-owned infrastructure.
ServiceNow, Inc. is a US company within reach of the CLOUD Act, wherever its data sits. It does operate EU data centres. In July 2021 it announced that EU-hosted customers could opt in, from early 2022, to having their data handled exclusively within the EU. Buyers should confirm how that option applies to their own contract today.
Ownership matters too. TOPdesk grew on its own revenue for three decades. In December 2023 CVC Growth Funds took a significant minority stake, and the Dutch competition authority cleared joint control with the founders' holding in January 2024. The founders kept majority ownership, but a private equity investor usually plans an eventual exit.
Edge: TOPdesk. A Dutch contracting party with EU-managed operations beats a US group, even though its Azure foundation keeps a US provider in the chain.
Integrations and Support
ServiceNow's ecosystem is far larger. The ServiceNow Store is a large marketplace of certified apps and integrations, and Integration Hub connects third-party systems through the platform. Integrators such as Accenture, Devoteam and T-Systems run ServiceNow practices, so implementation help is easy to source.
TOPdesk offers a marketplace, a REST API and an Ebbot virtual support agent add-on. We could not confirm webhook support from its public pages. Support runs by email, phone and a support portal, and an annual SOC 2 report backs a 99.9% production uptime target.
Edge: ServiceNow, for integration depth.
When to Choose ServiceNow
Choose ServiceNow when ITSM is the entry point to a wider platform strategy. It fits large, complex estates that need a mature CMDB, IT operations management and security operations alongside the service desk. Organisations planning HR, customer service and custom low-code apps on one data model will get the most from it. You will also need the budget, in-house skills or partner support to run it well.
Public bodies and regulated firms with strict data rules should ask ServiceNow which EU hosting and data-handling options fit their case. Check how support access and sub-processors are handled before you sign.
When to Choose TOPdesk
Choose TOPdesk when you want ITIL processes working quickly and a price you can put in a budget on day one. It suits municipalities, universities, hospital groups and manufacturers, the mid-sized organisations it was built for. Teams extending service management into facilities and visitor handling will find its portals especially practical.
If TOPdesk is not quite right, two other European options are worth pricing. EasyVista from France comes closest to ServiceNow in scope, though it also sells by quote. Zammad from Berlin is an open-source helpdesk you can self-host, but it is not a full ITSM suite.
The Verdict
ServiceNow is the more capable platform by a wide margin. Its AI, integrations and reach beyond IT are far ahead of TOPdesk's, and enterprises with platform ambitions will find it hard to replace.
Most mid-sized organisations, though, are buying a service desk rather than a platform. For them TOPdesk delivers the ITIL core, useful facilities and HR portals, public pricing and a Dutch contracting party with EU-managed hosting. Its Azure foundation and CVC stake are the trade-offs to weigh.
For mid-sized IT and facilities teams, TOPdesk is the better buy in 2026. ServiceNow remains the right choice for enterprises that want one workflow platform for everything. Our full list of European ServiceNow alternatives and the wider customer support category cover the rest of the field.
FAQ
Does ServiceNow store data in the EU?
Yes, ServiceNow offers hosting in EU data centres. In July 2021 it announced an opt-in, from early 2022, for EU-hosted customers to have their data handled exclusively within the EU. ServiceNow, Inc. is still a US company subject to the CLOUD Act. Ask ServiceNow to confirm which data-handling terms apply to your contract today.
Is TOPdesk hosted on European infrastructure?
Partly. TOPdesk is a Dutch company whose SaaS environments are managed by EU staff, with hosting regions in the Netherlands, Ireland, Germany and Sweden. The servers themselves run on Microsoft Azure, which is US-owned. Data is not moved between regions without TOPdesk's written confirmation.
Can I try ServiceNow for free?
Not as a production service. ServiceNow's free Personal Developer Instances are sandboxes it describes as designed for experimentation, learning and short-term projects, and inactive ones are reclaimed. A production evaluation needs a sales-led demo or pilot. TOPdesk's pricing page does not mention a free trial either, so ask both vendors.
Does TOPdesk have an AI assistant like Now Assist?
Yes. TOPdesk launched its Robin AI assistant in September 2026, and it is included on the €120 Excellent plan. Engaged covers core AI features such as incident categorisation and knowledge item generation. ServiceNow's AI is broader and more established, built around its Now Assist features.
Which plan do I need for change and problem management?
On TOPdesk, change and problem management start on the Engaged plan at €86 per agent per month on its German price list. The €61 Essential plan covers incidents and assets but not the full ITIL process set. ServiceNow sells ITSM in Foundation, Advanced and Prime packages by quote, with more advanced capabilities in the higher packages, so ask which package covers the processes you need.
